The SIUD was created on March 23,
2001, during the International Geology Congress, GEOMIN 2001. For unanimous
agreement of the following delegates, that represent the managing committee:

OBJECTIVE OF THE UNION
To bring together persons who are interested in the investigation and/or practice of dowsing, and to exchange information for the purpose of increasing scientific knowledge of dowsing.
To contribute to the solution of different problems related to the following themes: Geological cartography, solid mineral prospecting, hydrocarbon exploration, water investigation, engineering geology, the detection from the Earth'surface of caves and other natural or man-made cavities, archeological investigations, geopathogenic zones cartography, the investigation of possible physical reality of cosmoteluric grids, the possible relationship between dowsing-zone time variations obtained across faults and the earthquake activity, and other problems which help to increase the quality of life for humankind.
To promote the publication of scientific information related to dowsing.
To sponsor the development of curriculum, consultations, meetings, congresses, and so on, such that a sustained interchange of information may be established.
REQUIREMENTS FOR AFFILIATION
To posses a Curriculum Vitae which demonstrates coursework, publications, and completed projects related to dowsing such as research and/or field exploration.
Founding members of the SIUD will be considered all persons that enter their/its Curriculum and they will be approved before , April 12, 2002.

BY-LAWS
CHAPTER 1: On the name, purpose and inscription of the Union.
ARTICLE 1: The Union will be called: SCIENTIFIC INTERNATIONAL
UNION OF
DOWSING (SIUD).
ARTICLE 2: The following are the objectives of the SIUD.
To bring together people interested in research and/or practice
of dowsing,
in order to exchange information that may contribute to scientific
knowledge, with no interest in profit.
To contribute to the solution of problems related to the following
topics:
Geological Cartography, Solid Mineral Prospecting, Water and
Oil
Exploration, Engineering Geology, Speleology, Archeological Investigations,
Finding Geopathogenic Zones, Study of Cosmic and Telluric Radiation,
Study
of the Influence of Electromagnetic Field on Biological Systems,
Earthquake
Prediction, and anything that helps to raise the quality of life
of
humankind and the preservation of its environment.
To promote scientific popularization of dowsing and geobiology.
To help in the organization of courses, lectures, seminars, symposiums,
congresses, etc., that will allow for information exchange on
dowsing and
geobiology.
To offer consulting services to government and non-government
institutions
on the topics of dowsing and geobiology.
To support international research projects and investigations
on dowsing,
geobiology and other related domains.
ARTICLE 3: The location of the SIUD will be THE INSTITUTE OF GEOLOGY
AND
PALEONTOLOGY, Havana, Republic of Cuba.
ARTICLE 4:The SIUD will be registered in the Republic of Cuba,
following
current legal regulations.
SIUD will authorize an affiliation registered in any other
country, as
long
as there is no contradiction with the current SIUD by-laws, and
with the
laws and regulations of such a country.
CHAPTER 2: About members.
ARTICLE 5: The following membership categories will be established:
a. Full Member.
b. Associate Member.
c. Emeritus Member
ARTICLE 6: The Full Members will be those persons who have a Curriculum
Vitae which shows scientific activities, teaching and/or practical
applications in the domain of dowsing, geobiology or other related
fields.
ARTICLE 7: The Associate Members will be those persons who want
to help
SIUD
in fulfilling its objectives by performing different supporting
tasks.
ARTICLE 8:The Emeritus Members will be those persons who have
distinguished
themselves in the sciences or business and whose affiliation
is considered
prestigious for SIUD .
ARTICLE 9: In addition to the categories mentioned in articles
5, 6, 7 and
8, we will consider anyone who joins and/or financially supports
SIUD
before
April 12, 2002, a Founding Member.
ARTICLE 10: The duties of the members will be as follows:
a. Stimulate and/or contribute to the development of scientific
investigations and practical applications of dowsing and geobiology
with
economical, social and ecological benefits for our planet.
b. Follow all the rules of the present by-laws.
c. Oversee professional ethics and unity of the SIUD .
d. Cooperate with the SIUD in all possible tasks.
e. Maintain the reputation of Union and its members.
f. Oversee the scientific quality of all activities and publications
done
by
the SIUD and its members.
ARTICLE 11: The members will have the following rights:
a. Participation in the election of Board members.
b. To be elected as a Board member.
c. To receive all information coming from the Union
d. Free expression of opinions about any topic of interest to
the Union.
CHAPTER 3: On the Board of the SIUD .
ARTICLE 12: The Board of the SIUD will be constituted of:
- President.
- A Vice-President for each country or delegation group with
the SIUD.
- A Secretary/ Treasurer:This person will always be in the country
where
the
President lives.
- A Secretary of Communications.
ARTICLE 13: The Board of SIUD is formed and works following democratic
principles, and will be elected and renewed every 2 years. They
may be
reelected without any time limits of previous service.
In case of special situations and for the benefit of the work
of the Union,
the Board may authorize changes in its members for periods shorter
than the
above mentioned. All new Board members must be approved by the
SIUD Board.
ARTICLE 14: Those elected as SIUD Board members are bound in duty
to
account for their performance to the Union members and
the latter have the
right of putting them out of the Board and/or the Union if there
has been a
breach of confidence.
AETICLE 15: The General Meeting of the SIUD is the highest executive
authority of the Union. Their work will take place according
to
circumstances, with the Vice-Presidents and elected representatives
of all
participating countries to form the Directing Board. Preferably,
these
General Meetings will take place at international events that
are organized
by the Union.
CHAPTER 4: On the covering of expenses:
ARTICLE 16: The holdings of the Union will be supported by the following:
a. Money or property donations given by the Union members or other
persons.
b. Money or property donations made by state and/or private institutions.
CHAPTER 5: The information disseminated by the Union:
ARTICLE 17: The Union will disseminate information about dowsing
and
geobiology from the following sources:
a. Work presented in activities sponsored by official science.
b. Papers published in peer-review journals, internationally
recognized.
c. Scientific work presented at universities in order to obtain
masters and
doctoral degrees.
d. Any other work approved by the SIUD directors.
